Job Description

In partnership with Havering Council, we have established three newly created Head of Finance roles, which will continue to promote the development of the finance service, whilst supporting Havering Council’s response to the financial and service challenges following the pandemic.

The vacant roles cover two main elements of the Local Government Financial Cycle; Monitoring, and Reporting which translates into the following vacancies:

  • Supporting all service departments within group to develop, implement, and report on financial strategies, in-line with the Council’s budget proposals and in-year monitoring.
  • Establishing the financial control environment and statutory reporting procedures.
  • Identifying process and reporting improvements of Fusion, whilst also implementing an effective programme management approach to the production of the Statement of Accounts, and subsequent audit.

As the local economy and society around us recovers, the pressure on Local Government Finance will still remain. As such, these roles are pivotal in developing robust strategies and plans to successfully respond to industry challenges, opportunities and trends, whilst also embedding a culture that actively promotes exemplary working practices, continuous personal development, and lifelong learning.


Required Knowledge, Skills, and Abilities

We’re looking for finance experts with proven experience in implementing strategic improvements of a financial service. You will be skilled in areas of Financial Management, Reporting and Analysis, with the ability to translate organizational drivers into strategic objectives, plans and outcomes.

Displaying a strong understanding of the current financial challenges that face Local Authorities, you will have the ability to lead innovation, creativity and continuous improvement, drawing on examples where you have motivated teams and developed talent to achieve operational excellence.

Demonstrating a ‘thought leadership’ approach, you will have the confidence and ability to build meaningful relationships with senior officers, key stakeholders and Cabinet Members; communicating with influence, to achieve service objectives.
