Job Description

You will take responsibility for the management of the performance of the Financial Services team (including payroll) ensuring the delivery of a professional, dynamic, efficient and proactive service to meet the needs of the Trust.
Key responsibilities include:

  • Manage the production of the Trust’s annual accounts and their audit, and support the production of the annual report
  • Proactively plan and manage the Trust’s cash position, working capital and receivables.
  • Contribute to the development of the financial strategy and associated financial plans for the Trust.
  • The management of the performance of the Financial Services team (including payroll) ensuring the delivery of a professional, dynamic, efficient and proactive service to meet the needs of the Trust.
  • Proactive planning and management of the Trust’s cash position, receivables, working capital and loan financing facilities.
  • Managing the production of the Trust’s annual accounts and their audit, and supporting the production of the annual report.
  • Contribute to the development of the financial strategy and associated financial plans for the Trust.
  • Managing the month end timetable to ensure efficient processes are in place to accurately report the month end results and forecast both internally and to Improvement.
  • Providing financial analysis and commentary and communicating this effectively to budget holders, staff, auditors and other stakeholders.
  • Responsible for all financial systems and accounting / transaction processes throughout the Trust, ensuring adequate financial controls are in place and users are adequately trained.
  • Liaison with external and internal audit and the Local Counter Fraud Specialist.
  • Tax specialist for the Trust (VAT/ PAYE/ Corporation tax).
  • To create a robust forecasting model that will integrate comprehensive income, statement of financial position and cash flow and to ensure that this model is adjusted on the basis of actual results and additional intelligence.
  • This will involve close liaison with other parts of the finance team and non-finance departments.
  • To lead on the efficient use of working capital within the Trust.
  • Reporting on the level of working capital utilized and advising on the most efficient use of these resources.
  • To lead the treasury policy of the Trust, including decisions on where to invest/borrow monies, cash balances and the use of external institutions. This will include medium term cash forecasting, proactive management of cash balances to achieve maximum returns at an acceptable level of risk and interaction with external bodies (including banks and the foundation trust financing facility).
  • To ensure the provision of expert advice on capital and other accounting issues to the organization by the teams reporting to this post.
  • To be the finance lead on the continued development, and Trust use, of Standing Financial Instructions, Standing Orders and Scheme of Reservation and Delegation.
