Job Description
  • Bring together finance technology, financial data and leading tools and frameworks to deliver on the our strategic objectives;
  • Continue to develop the team structure for all three functional areas that is in-line with the long-term strategy and the new operating model, putting the right people in the right roles;
  • Ensure a team development plan is in place that creates a high performing, business focused team, committed to supporting company and its leaders in delivering the business objectives.
  • Work very closely with the Chief Executive Officer and Executive colleagues as a member of the Executive Leadership Team, playing a key role progressing the strategy through the transformation programme and Delivery Plan;
  • Act as a trusted advisor to the executive committee and the CEO;
  • Be a thought partner to the CEO on finance topics, willing to test and challenge her thinking and play a key role in keeping the Accounting Officer safe;
  • Contribute to an executive team environment that facilitates rich debate, constructive challenge, and effective decision-making;
  • Provide effective and inspiring leadership to the Deputy Directors of Finance, Commercial and Infrastructure and Laboratory Services (ILS);
  • Operate with transparency and a no-surprises mindset. Communicate regularly, challenge when required, and raise issues quickly;
  • Excellent facilitation and negotiating skills applicable across a wide range of situations;
  • Support the Chief Executive, and Executive colleagues in the Executive Committee to lead the Agency as one organization to deliver for public health in the UK;
  • Build effective relationships with a wide cohort of colleagues and create a culture of collaboration across the Agency, embracing an innovative and creative approach;
  • Establishing and maintaining good internal and external stakeholder relations;
  • Promoting and enabling true equality of opportunities.
  • Build and model candid, respectful, tolerant, trusting relationships across the leadership team and directly reporting functions;
  • Contribute towards the continued corporate development of the Agency, including acting in line with the Agency’s values and behaviors, and supporting the development of the culture to foster collaborative working across all staff groups, supporting an inclusive and diverse culture and a positive high-performance ethos;
  • Ensure that the Agency core values and behaviors run through the Finance, Commercial and Infrastructure & Laboratory Services (ILS) teams, their processes, policies and practices.
  • Deliver top class back office operations, embedding appropriate first and second line of defiance controls;
  • Understand and value key metrics in running the CFO Group organization and correlate such metrics with the rest of the business.
  • Work with fellow Chief Officers and the Board to develop the Agency’s Balanced Scorecard;
  • Focus resources on highest priority activities;

Required Knowledge, Skills, and Abilities

It is essential that in your CV and supporting statement, you give evidence of examples of proven experience and success in each of the essential criteria from the person specification below. The successful candidate will be a proven finance professional and an experienced leader who has a proven track record for delivery. You must be able to demonstrate:

  • A strong leader with a proven track record of senior finance leadership gained within a complex organization and an ability to build and motivate high performing, supportive, inclusive teams, with a commitment to diversity and inclusion, promoting excellence and continuous improvement, whilst balancing working at pace and values across the organization;
  • Qualified with CCAB, CIMA or equivalent with a substantial track record of success in a senior finance leadership role in a fast-moving area in a highly complex operating environment;
  • Reputationally known as a trusted senior finance leader with a professional qualification, who uses their personal and professional credibility to build and maintain effective working relationships, making an impact on senior internal and external stakeholders and becoming a key advisor and partner;
  • Influences confidently and challenges effectively at board level, and throughout the organization; uses strong analytical skills and the ability to add insight to communicate complex financial positions clearly and compellingly to senior internal and external stakeholders and the wider organization;
  • Excellent political skills including the ability to understand and operate within complex evolving and ambiguous environments, to manage risk and reach sound judgements on a range of strategic and reputational issues and the ability to successfully navigate complex governance arrangements.
