Job Description
The role involves being the finance lead for the directorate including responsibility for monthly reporting, setting budgets, providing financial costing for service developments and providing financial advice. It involves working very closely with clinicians and operational managers and line managing a team of two people. It is a great opportunity to be influential in the good financial management of an NHS organization.
The Finance directorate is based at Littlemore in Oxford but there is a requirement to travel to other sites where services are based. The successful applicant will be required to work in the office for some of the time (1 or 2 days a week on average) but on other days can work from home, if they wish. We are very supportive of flexible working patterns to support work/life balance.
DUTIES AND RESPONSIBILITIES
You will co-ordinate the establishment and maintenance of directorate budgets which:
- Support the Trust to achieve its key corporate financial targets
- Enables the Trust to deliver the range and level of services contracted by the CCGs and other purchasers of services from the Trust, in accordance with the agreed contract
- Aligns financial and managerial responsibilities.
- Holds managers accountable for the financial consequences of their actions and decisions
- Provides transparency around all transactions
- Demonstrates value for money in committing resources
- Delegate budgets down to the most appropriate level, such that responsibility is matched with ability to control income and/or expenditure.
- Ensures personal accountability
- There will be clear budget and forecast preparation procedures, including templates.
- Comprehensive, accurate and timely financial and supporting information will be provided to enable the accurate monitoring of budgets.
- Regular monthly timetables will be issued to ensure that both internal and external reporting targets are achieved.
- Responsible for the accuracy and integrity of the reporting of the directorate I&E position against plan on a monthly basis, ensuring that all relevant and required accounting entries have been made in the Trust’s electronic finance system.
- Support the development and use of service line reporting costing information within the directorate.
- Develop a thorough understanding of the division’s cost base and the associated drivers that impact on costs, supported by key financial metrics
- Support Research and Development bids and projects through robust costing and financial evaluation using appropriate tools and models to establish financial viability and strategic benefits.
- Work closely with the HFM to develop the function to achieve the standards of a high quality service and achieve an ‘Excellent’ rating in Audit Commission and other standards that relate to the function.
