Job Description
You will be contributing to a comprehensive financial management, Service Line reporting, Activity Analysis, Income reconciliation and support service to the Directorate, providing key business and financial support to enable effective planning, monitoring and controlling of budgets and reporting. Focus on Service Development Opportunities to help achieve value for money in term of service delivery.
Working with the Senior Directorate Accountant/ Senior Corporate Accountant the Finance Manger will support the establishment and maintenance of directorate budgets which:
- Supports the Senior Accountant in aiding the Trust to achieve its key corporate financial targets
- Aligns financial and managerial responsibilities.
- Holds managers accountable for the financial consequences of their actions and decisions
- Provides transparency around all transactions
- Demonstrates value for money in committing resources
- Incentivizes managers to create surpluses following delivery of performance targets.
- Managers will be rewarded for effective resource control in accordance with Trust policy
- Delegate budgets down to the most appropriate level, such that responsibility is matched with ability to control income and/or expenditure.
- Ensures personal accountability
- There will be clear budget and forecast preparation procedures, including templates.
- Comprehensive, accurate and timely financial and supporting information will be provided to enable the accurate monitoring of budgets
- Regular monthly timetables will be issued to ensure that both internal and external reporting targets are achieved.
- Responsible for the accuracy and integrity of the reporting of the directorate I&E position against plan on a monthly basis, ensuring that all relevant and required accounting entries have been made in the Trust’s electronic finance system.
- Support the development and use of service line reporting costing information within the directorate.
- Work closely with Income Accountant to reconcile the directorate income in line with the plan.
- Support the CIP schemes within the Directorates through the costing of proposed schemes, reflecting established schemes within budgets and to work closely with the Programme Management Office to monitor and validate delivery.
- Develop a thorough understanding of the division’s cost base and the associated drivers that impact on costs, supported by key financial metrics
- Prepare regular reports for the Directorate and Head of Financial Management/ Senior Accountant
- The approach to this reporting will include analysis and explanation around the trends, variances and forecasts with owned action plans to address adverse positions.
- This information will also be provided to the Senior Directorate Accountant/ Senior Corporate Accountant /Head of Financial Management for onward reporting purposes in accordance with agreed timescales and quality standards.
- Provide support for the directorate managers on financial matters at the interface with other parties.
- Assist the Senior Accountant to play an integral role in the development of the Cost Improvement Plans within the Development.
- Provide support to the directorate senior managers in identifying and developing recovery plan schemes which contain comprehensive financial appraisals.
- Provide support on the costing of new business opportunities and changes to existing services.
- Responsibility for ensuring the Health & Safety policies and procedures are implemented in their designated area of responsibility.
- To lead the supervision of Financial Manager and Management Accountant
- To support the development of more junior staff within the team to ensure professional standards and career opportunities are maintained and enhanced.
- Ensuring skill development are an established part of the culture of the service.
- Such other duties as may be required by the Senior Accountant/Finance Manager or Head of Financial Management
