Job Description

The Director will lead their sub-division to oversee the maintenance of the Risk Management Framework, provide ongoing guidance and oversight of risk management across the FCA, including implementation of the Risk Management Framework, and ensure an effective Compliance and control room function.

This is an important and exciting role, at a crucial time for the FCA. It will be pivotal in overseeing the ongoing development, maintenance and embedding of the Risk Management Framework, championing Risk at a senior level across the organization in a partnership context and be pivotal in helping the organization to continuously mature its approach to risk management. The incumbent will also be responsible for implementing and embedding an enhanced Compliance function, including developing a range of new capabilities which will be owned by the function going forward, whilst monitoring and reporting on the organization’s risk profile and recommending ways for key risks to be mitigated. This is a visible, high profile role with that will require great awareness and dexterity in liaising with stakeholders both internally and externally.

What does the role involve? Key responsibilities:

  • Oversight of the design, implementation and maintenance of the organization’s Risk Management Framework, including its Risk Appetite Framework
  • Lead the designing, implementation and reporting on the organization’s risk profile to Executive and Board Committees, including development and maintenance of the organization’s strategic risk registers and recommending ways to mitigate key risks
  • Lead the provision of clear, accurate, holistic risk-based advice, guidance and oversight to the organization, including membership of relevant committees and other forums
  • Lead the provision of risk-based compliance advice, guidance and oversight to the organization, including maintaining an appropriate compliance monitoring function and provision of the organization’s Control Room
  • Over sighting and ensuring the adequacy and effectiveness of the arrangements of the organization’s Data Protection Officer
  • Helping the organization to continuously enhance its risk management capabilities, including researching, developing and utilizing innovative analytical techniques / artificial intelligence.

You will join the Senior Leadership Team at the FCA during an exciting and challenging time of great change in financial services and its regulation. You will lead a critical function in challenging circumstances, but in return you will experience a high-profile role and be at the Centre of many significant issues currently facing the FCA and underpinning the transformation agenda. You will gain exposure to not just senior stakeholders in the FCA, but in Government and fellow regulators.


Required Knowledge, Skills, and Abilities
  • Role model strong leadership behaviors in line with the FCA values and capabilities, and delivering cross-organizational priorities.
  • Broad financial services and regulatory environment knowledge
  • Extensive experience of leadership and people management
  • Strong problem solving, communication and influencing capabilities
  • Exceptional stakeholder management skills, including demonstrable ability to influence senior leaders, both inside and outside the regulatory system.
  • Strong analytical skills and the ability to balance creative challenge and pragmatism.
  • Strong understanding and experience of risk management, compliance and developing and operating associated frameworks in different contexts, including how they can support the strategy of an organization
  • Both project and process management experience.
  • Detailed working knowledge of the three lines of defense model for risk management, and the ability to adapt this model and apply to a regulator.
  • Deep understanding of the political and wider external (including media) environment which the FCA is operating in.
  • Detailed knowledge of risk models, ideally within a regulatory context
