Job Description

This role sits in Route Services, a business area that has been created to supply services to our front-line teams and corporate business functions in the safest, most efficient, and effective way.

The Commercial & Procurement (C&P) team leads the design and delivery of commercial strategies to provide solutions for a diverse range of operational and commercial challenges. We cover the whole lifecycle of category strategies, sourcing and supplier management, all of which are underpinned by our procurement operations team.

This is a multi-faceted role, operating in a fast-paced but supportive environment, with a high volume of customer engagement and collaboration, at different levels across a large complex organization.

You will lead and successfully deliver a complex programme of commercial and procurement initiatives, in a changing environment and deliver policy, process and a procurement management framework, in a customer focused manner.

Main Responsibilities

Responsible for day-to-day management of the Commercial & Procurement Policy and the Procurement Management Framework used by the C&P Profession, which includes all aspects of the pre and post contract policy, process, governance, training, education and continuous improvement activities

  • Lead the continuous improvement of the Commercial and Procurement (C&P) Policy so that all commercial activity undertaken by company as a business is compliant with legislation, audit recommendations, and government requirements.
  • Lead the continuous improvement of the Procurement Management Framework (PMF) so that all C&P activity undertaken by company commercial practitioners through the end-to-end commercial lifecycle is compliant with legislation, audit recommendations, and government requirements.
  • Act as company’s lead interface with senior internal and Government stakeholders including the DfT, Cabinet Office and other relevant external bodies, to manage regulatory compliance obligations with Government Commercial Operating Standards.
  • Lead the Procurement Management Office (PMO) function for Route Services C&P to develop, maintain, publish and report the company C&P pipeline; which promotes external visibility to the supply chain, Government departments and other stakeholders; and internally supports the efficient and effective coordination and delivery of C&P projects.
  • Drive company-wide compliance to the C&P policy through stakeholder briefings to stakeholders, and lead on periodic C&P policy compliance reporting, which includes C&P Procurement Executive Panel (PEP), Periodic Business Review (PBR), Group Assurance Letter Process (GALP), and company Executive.
  • Create and lead a team of motivated and talented procurement operations professionals, with specialized training schemes, fostering teamwork, promoting talent management, with a succession plan implemented.
  • Lead on the development and maintenance of supporting tools and templates for the company C&P Profession to provide consistency of approach, and alignment with customer needs, external market priorities, changes in legislation, and Government Procurement Policy Notices.
  • Facilitate the effective management of the Route Services C&P Governance Framework to fulfil the broader obligations of the Business Performance Management Framework (BPMF).

Required Knowledge, Skills, and Abilities
  • Educated to a degree standard or equivalent experience in a relevant discipline (E.g., Business & Finance Management, or Commercial)
  • MCIPS qualified or equivalent experience
  • Experience procurement policy, operations and governance, with demonstrable track record of developing and deploying strategies to deliver value within an infrastructure or engineering environment
  • A demonstrable level of line management experience
  • Experience with cross-functional collaborative working methods
  • Thorough knowledge of UK public procurement legislation
  • Ability to manage multiple complex projects and view projects in their holistic entirety
  • Politically aware, with the ability to use direct and indirect influencing strategies
  • Demonstrable level of problem-solving experience and in large, complex organizations
  • Detailed knowledge of the UK Rail Industry, including procurement processes in a reclassified environment
  • Detailed knowledge of procurement processes and legislation relevant to construction works
