Job Description

To support the Director of Finance in delivering Financial Management and Business Partnering services to the Force and its strategic partners including: Statutory reporting, Management Accounting, strategic financial planning, investment appraisal and commercial analysis. To provide leadership to and management of the Accounts team, working closely with internal and external stakeholders to deliver the forces objectives within agreed resources. Developing and delivering a culture of team work and flexibility across the Accounts team.
KEY ACCOUNTABILITY AREAS:

  • As a Member of the Finance Senior Management Team - responsible for developing and delivering the financial strategy for the Force
  • Lead and manage the Accounts team, developing a strong team culture across the Corporate Finance Team and the Finance Business Partners.
  • Ensuring the team is appropriately resourced, informed, motivated and trained to meet its agreed performance standard and successfully deliver the departments and Forces objectives, whilst maintaining excellent customer focused service.
  • Responsible for developing and delivering an effective Corporate and Finance Business partnering service to the Force and its partners, in particular for;
    Performance monitoring - Capital, Revenue monitoring & analytics to deliver Org. goals
    With Governance and Change team and Partners deliver balanced budgets and plans for the force.
    Manage the delivery of appropriate reports and analysis to support the financial governance requirements for Chief Constables Management Team (CCMT) and Police and Crime Commissioners (PCC) Governance bodies.
    Develop and deliver Investment appraisal of change and transformation activities from across the business, ensuring robust processes and capability across the team.
  • Lead on Commercial analysis support in all contractual activities ensuring processes and policy are coordinated with the Head of Procurement.
  • Accountable for all statutory and compliance requirements including yearend closure of accounts and grant returns - completed in a timely and accurate manner in accordance with applicable accounting standards
  • Accountable for maintaining and developing the forces system of Financial Controls including Financial Regulations and Financial Instructions.
  • Accountable for appraisal of new strategic initiatives, developing and delivering analysis and advice that support decision making within the Force and deliver Value for Money (VfM).
  • Create and continuously improve financial processes and policies that supports efficient and effective financial management across the organization, and responds to the organizations changing requirements whilst ensuring compliance to relevant legislation and best practice.
  • To deputies for the Director of Finance at a Force and National level where required.
  • Lead on the strategy for the use of business and finance information. Providing the force with assurance on the accuracy, consistency and timeliness of data in financial systems, processes and policy.
  • Other duties allocated by DofF including; providing advice and guidance on projects and complex financial analysis and reviews, particularly those involving senior roles.

Required Knowledge, Skills, and Abilities
  • CCAB Qualified accountant with significant experience at senior level in complex organizations
  • In depth knowledge of corporate finance and accounting principles, laws and best practice
  • Demonstrated experience of managing own and teams workload and to make informed independent decisions to tight deadlines.
  • Proven and extensive managerial experience, to provide professional advice and support to Senior Management teams, including the Director of Finance as a member of the department's management team.
  • Experience of motivating and leading large finance teams through periods of change
  • Experience of working with / partnering teams outside of core finance, preferably including to leadership level.
  • Strong commercial and analytical skills - with ability to analyze complex information and assess options and draw appropriate advice.
  • Excellent communication and influencing skills at all levels with ability to prepare and produce concise yet insightful communications for a broad range of senior stakeholders.
  • Demonstrated experience to plan over short, medium and long term timeframes and adjust plans and resources as required.
  • Experience of leading and managing successful projects.
  • Ability to see the bigger picture in operational and strategic interactions
  • Previous experience of operating within public sector financial framework.
