Job Description

The successful candidate will support the Head of Finance and Management Information Services (FMIS) with developing and implementing strategies and policies in relation to Payroll, Pensions, Treasury, the collection of revenue, the disbursement of funds, Travel, internal controls, risk and audit.

Other responsibilities entailed in this role include (but are not limited to):

  • Overseeing the activities of the Accounts Payable team, ensuring that the team is well managed and is able to deliver the various Accounts Payable functions in both a timely and accurate manner;
  • Overseeing the accurate and timely management of the Secretariat’s Accounts Receivable function, from invoicing through to collection and reporting;
  • Overseeing the accurate and timely management of the Secretariat’s Payroll and Pensions functions.
  • The post-holder will be required to analyze data and information provided by the Payroll system and by the Pension Administrators to advise Senior Management and for inclusion in the annual Financial Statements;
  • Overseeing the management of the Travel Management Contract, as well as the global travel spend and travel activities of the Secretariat.
  • The post-holder will ensure that a consistent and high level of service is provided to the organization, all whilst maintaining compliance with the Secretariat’s Travel Policy;
  • Supervising the work of the Accounting Centre (responsible for general ledger accounting, Treasury and the preparation of the Secretariat’s financial information and audited Financial Statements);
  • Assisting the Head of FMIS in responding to enquiries from Commonwealth Member Governments and other key external and internal stakeholders by providing information, analysis and commentary.

Required Knowledge, Skills, and Abilities

To be considered, you must be a professionally qualified accountant (e.g., CIMA, ACA or ACCA), with proof of ongoing professional development. Candidates must also have a minimum of 10 years’ demonstrable financial leadership and management experience which has been gained since attaining their professional qualification. Candidates are also required to have strong technical accounting experience and experience with multi-site and multi-currency reporting.
