Job Description

You will be part of a wider team, implementing the GFF People and Capability Strategy for the function. At the heart of this work is the Finance Career Framework which was launched last year. The Finance Career Framework provides a single, comprehensive view of the most common job families and activities within the function, giving a clear and agreed cross-government definition of the core finance roles found in most departments and organizations to help guide consistent job design, recruitment and selection. The framework outlines the skills, experiences and qualifications needed to operate effectively in these roles, and links to relevant learning and development, providing a baseline against which we can capture data and measure progress at individual, team, department and function level

Success in this role will require you to work across Departmental boundaries building and maintaining a strong network of relationships with internal and external stakeholders at all levels, to ensure the Career Framework remains future focused and supports the company priorities and over-arching strategy.

Key responsibilities include:

  • Overseeing the Framework work stream to ensure target milestones are met and any emerging risks are understood and managed;
  • Shaping the framework to meet emerging needs of the Finance workforce of the future;
  • Leading engagement and support to departments in their implementation and full adoption of the Career Framework.
  • Ensuring support is well structured and appropriate material provided.
  • Oversight and ownership of project plans for developing and delivering the cross-government Skills Capture Tool (SCT) to support the Finance Career Framework. Ensuring the SCT project is effectively managed, piloted, has suitable guidance and supporting material, with a plan for communications and engagement ahead of a formal launch.
  • Identifying synergies and making connections with other areas of the work plan, ensuring these are developed and linked to help embed the Career Framework as a core part of the Employee Offer.
  • Ensuring governance and oversight of the project is maintained via the Career Framework Steering Group, with regular updates and approvals around implementation to People Committee, ensuring professional papers and communications to support strong governance.
  • Building a strong, broad, senior network by engaging with stakeholders across the Government Finance Function (Director Generals, Finance Directors, Deputy Directors, Heads of Finance Professionalism and staff networks) to resource project sponsors, working groups and Steering Group members.
  • Leading an ongoing communications and engagement strategy to support adoption and development of the Career Framework across government finance, monitoring progress and evaluate effectiveness.
  • Lead on further development of the Career Frameworks including development of additional job-families to complement the existing 8, researched and supported by evidence and linked to the Performance Framework.
  • Ensure the Career Framework is kept up to date and references new skills and technologies needed and utilized by finance professionals in an increasingly digital workplace.
  • Support and lead projects across the People & Capability Team
  • Working flexibly to support projects/initiatives across the People and Capability Team, working with Finance and HR professionals to support capability and talent development.

Required Knowledge, Skills, and Abilities
  • Excellent verbal and written communication skills, able to influence key groups and individuals, representing the Function across Government
  • Able to work effectively with broad range of staff across boundaries; making connections and bringing people along with you when driving the agenda forward.
  • Strong stakeholder management skills.
  • An excellent teammate with the ability to work flexibly across a fast paced but rewarding team.
  • Significant experience either working across the finance function with excellent understanding of finance activity and roles, or working on Career Framework / job family design, ideally Finance or HR qualified.
