Job Description

This is a unique opportunity to lead strategic delivery for an ambitious government agency currently reporting into the Chief Investment Officer (we are currently considering how our structure best serves the Agency’s evolving objectives). As a member of the Agency’s Senior Leadership Team, you will contribute, shape, participate and engage in the successful delivery of the company strategic direction, and the investment policies and business plan for the Agency.

Through effective leadership of a highly capable Portfolio Management team, you will be directly responsible for delivering the Agency’s debt ambitions, deployed from our various Funds, accelerating delivery of key infrastructure projects and direct housing, whilst supporting diversification, innovation, and capacity in the market.

Supporting the Government’s housing agenda, as the Director, Portfolio Management you will be responsible for leading our established team to manage and monitor a portfolio of loan products to help Master Developers, strategic place makers and house builders face into the challenges of the sector. Acting either directly or indirectly through our lender alliances, we seek to bridge gaps through our funding interventions and increase the supply of liquidity to the market by sharing risk exposure and facilitate lending that would otherwise not happen, supporting the delivery of key infrastructure projects to unlock serviced land for housing development on large sites, and, through direct lending to house builders, the delivery of much needed additional homes by new entrants as well as established developers and growing SMEs.

Our strategy seeks to support a more resilient and productive supply chain through finance for new entrants and digitally enabled manufacture (modern methods of construction) and providing funding to unlock and accelerate strategic delivery of new homes and places through longer term infrastructure finance.

We want to support the development of new entrants, SMEs, and established businesses alike to make the most of their capital and encourage diversity and resilience in the residential development sector.

A critical part of this role is ensuring national investment and house building targets are achieved through Homes England’s lending activity, delivering to business plan budgets and within the required timescales. The Director of Portfolio Management plays a key role in ensuring the team they lead successfully manages delivery risk, fiscal recovery and reputational risk.

Required Knowledge, Skills, and Abilities

We are looking for a Director, Portfolio Management to lead and develop a team of c40 committed lending professionals, bringing relevant experience and knowledge of the residential and commercial real estate sectors, which includes Infrastructure funding on large sites. You will have a proven ability to motivate and lead teams in a real estate and lending environment, delivering effective support for both SME’s and institutional borrowers alike. The Director of Portfolio Management is responsible for the governance, stewardship & control, and reporting on the risks across all the Portfolio Management contracted loan book. The Director, Portfolio Management will support their team in key customer meetings, where it is required and be highly focused on the development of team skills across lending and in managing emerging risks. The Director will ensure the team is devising and managing individual case strategies to ensure credit, delivery and reputational risks are managed robustly, in accordance with our Mission. Your demonstrable leadership ability and strategic business planning skills will be essential to your success in this role. You will have an established network in the sector and be effective managing relationships at a senior level in the sector. You will need to be proficient in building trust and effective relationships with stakeholders across the Agency and Government.

You will have a strong record of delivering results and business plans, within an agreed risk framework and meeting expectations of senior stakeholders, whilst working on strategic and complex project delivery by the public and/or private sector will also be important. Experience of managing and delivering organizational change in a complex and challenging environment and leading professional multi-disciplined teams. You will be comfortable proactively identifying strategic opportunities.
