Job Description
  • Assist with the annual closure of all capital activities at year end in line with the corporate closing timetable and preparation of closing guidance for capital accounting
  • Oversee the maintenance of the asset register and monitoring and control all changes such as acquisition, disposal, revaluation and depreciation
  • Conduct an annual asset register verification program in accordance with Council procedures
  • Prepare and input the in year and year end write down of capital schemes to the ledger and the asset register
  • Administer the annual revaluation cycle and impairment review of all fixed assets and prepare the calculation the annual depreciation charge for all assets and manage the allocation and apportionment to services
  • Reconcile the Revaluation Reserve and Capital adjustment accounts on a regular basis including the year end and to ensure working papers are accurate and complete
  • Prepare the quarterly Housing Pooling claim and produce accurate and complete working papers for approval by the Finance Business Partner (Capital and Financial Planning)
  • Determine and process necessary journals for acquisition and disposal of fixed assets and calculate the gains and losses on disposal of fixed assets. To understand the treatment of revaluation gains and losses and the effect on the asset register and resulting journal outputs
  • Monitor on a periodic basis the annual Capital programmer and ensure that capitalized expenditure is accounted for correctly as mandated by the Code of Practice
  • Prepare relevant notes for the Statement of Accounts with comprehensive supporting documentation and Analytical Reviews in line with the auditor's working papers requirement and the closure of accounts action plan.
  • Assist the External Auditors by putting systems in place to ensure the council produces exemplary working papers and Auditors' queries are resolved promptly
  • Set up a lease register and put in place systems to ensure the authority's treatment of leases comply with current financial standards.

Required Knowledge, Skills, and Abilities
  • Strong demonstrable experience focusing on balance sheet recs and related issues
  •  Able to work effectively and influence other finance team members
  •  An ability to understand systems issues - e.g. interfaces and the impact on for example control account recs
  •  External Financial Reporting (ideally closure of accounts or significant closure support)
