Job Description

Tasked with providing QHSE management primarily for the rail vehicle maintenance function and associated operation contracts, the successful QHSE Manager will be responsible for the management of all company QHSE policies and procedures, maintaining ISO9001 & 14001 compliance and accreditation and both producing and ensuring the continuous improvement of the QHSE processes (to include Safe Systems of Work, Method Statements, Risk Assessments including COSHH, Manual Handling and Working at Height etc.) and associated documentation, and including the integration of customer-specific requirements relating to the rail industry alongside the statutory obligations and duties.

You will supervise a small team and will manage the RISQS and ISO accreditation process and any other licencing / accreditation processes as required, and will manage all QHSE responsibilities for activities involving the operation of plant and equipment on Network Rails' Managed Infrastructure.

As the QHSE Manager, you will additionally be responsible for the management of internal audit programs for Quality, Environmental, Safety and Health measurable against agreed targets and programmes as well as for the management of the Operator and Maintenance personnel training and competency programmes and records.

A skilled and confident communicator and motivator at all levels, you will deliver presentations, internal training, briefings and tool-box talks and attend relevant meetings as well as liaising with clients directly to discuss QHSE issues and development plans as required. You will also be responsible for the recording of, statistical analysis and investigation of accidents and near misses as they may arise, whilst assisting in managing performance measures with a view to ongoing continuous improvement and collating data and producing detailed and accurate project status and period end reports as required.


Required Knowledge, Skills, and Abilities
To be considered for this extremely varied and challenging role it is envisaged that the successful candidate will possess recognised Health & Safety qualifications (MIOSH) at diploma level or similar along with ISO 9001 & 14001 Lead Auditor training. You will demonstrate proven experience of working with plant operations on the U.K. Rail Network and good knowledge of Railways and Other Guided Transport System safety regulations. (ROGS), with experience of working with the Office of Rail and Road (ORR) proving distinctly advantageous. You will have a solid understanding of project planning and organisational requirements and will be fully conversant with the MS Suite of packages and hold a full UK driving licence, with a relevant Training qualification (CIEH, L3 Award in Education and Training PTLLS) or similar again proving advantageous.
