Job Description

To support the Assistant Director in the provision of strong leadership, direction, and professional advice and guidance regarding the allocation of resources, the financial outputs, risk management, change management and management behaviors when leading on Health and Safety, Risk and Audit functions of the Council.

The role will support the Director in setting the overall strategic direction of the Health and Safety, Audit and Risk functions of the Department. They will work collaboratively with the senior leadership team and Elected Members. They will ensure cultural change is delivered by instilling in their leadership team a sense of optimism, purpose and responsibility. They will promote a culture of customer engagement and feedback to tailor services at a locality level.

  • To be a member of the Department’s Senior Leadership Team working with the wider leadership community ensuring a one council focus and culture to the delivery of priorities.
  • To act as the lead in the strategic management and development of the professional functions taking overall responsibility for the Health and Safety, Risk and Audit functions within the Council
  • To lead the Audit function on a day to day basis, developing the strategic positioning of the Service so that it can be relied upon to provide efficient and effective systems and audit coverage for all areas of the Council actively contributing to the delivery of the Council’s Strategy.
  • To ensure that the development and improvement of the Audit function is in accordance with the requirements of the Public Sector Internal Audit Standards
  • To ensure sound internal control and governance arrangements exist throughout the Council, working closely with the Monitoring Officer on the annual review of governance arrangements for the Council.
  • To lead develop and deliver an effective Council wide Risk Management Framework to identify, evaluate, manage and report key corporate and service risks and opportunities, with a view to maximizing delivery against its strategic objectives.
  • Ensuring that the Council’s and group companies’ insurance arrangements are adequate and cost effective as well as providing risk management and insurance advice to officers and members.
  • Manage an effective and fit for purpose health and safety function to meet the Council’s statutory duties.

Required Knowledge, Skills, and Abilities
Qualified accountant (CIPFA), usually full CIPFA or equivalent qualification recognized by CCAB or full MIIA).
