Reporting to the Service Charge Manager, the main duties of the role are as follows:
Managing the annual service charge reconciliation, calculations and issuing of notices for tenants/homeowners
Production of annual accounts for leaseholders, shared owners, owner occupiers, commercial leaseholders, Independent living and sheltered schemes to comply with legislation and statutory requirements
To help prepare, review and upload over 8000 rents onto our housing management system
To manage the cyclical service charge processes, including sinking fund reconciliations, income and expenditure
To assist with resolving queries from tenants, leaseholders, shared owners, and owner occupiers
To be responsible for the invoicing and collection of re-chargeable major works costs
To assist with ‘section 20’ consultation
To report any potential breaches of ‘section 20’ or other service charge regulations
To attend service charge related “First Tier” tribunals and resident and management company meetings
Management of third-party management companies service charges
Working with the Head of Service charges/service charge Manager & Developer team in calculating the first estimates of services for new properties.
Reporting tax to HMRC on sinking fund income & balances
Assist with all internal and external auditors and resolve all audit queries effectively and within the timescales required
To manage Section 21 and Section 22 requests from tenants/leaseholders
Monitoring actual performance of service charges against estimates, analyzing variances and taking corrective action, escalating issues as appropriate
To deliver the effective delivery of leasehold accountancy reviews and audits and resolve all queries effectively and within required timescales
Preparation of procedure notes to agreed standard ensuring that these are reviewed regularly and are up to date
To contribute to the development and delivery of plans and timetables that ensure service is delivered effectively
To work with the Independent Living Team to review charges related to Supported Housing
To advise and consult with residents about paying for future planned works and how sinking funds have been calculated
Required Knowledge, Skills, and Abilities
It is essential that the successful candidate is either fully qualified or part qualified (and working towards full qualification) in the one of the following CIMA, ACCA or AAT. If part qualified, the candidate must be willing to continue their studies towards full qualification as part of their job at the Trust. Experience of managing service charge accounts, including the production of notices and annual statements. Experience of working in the social housing sector and with all tenure types. Knowledge of service charge regulation and legislation. Good level of IT literacy and data analysis skills. Good attention to detail with ability to priorities and manage a varied workload to meet agreed deadlines. Experience of using Open housing and Open accounts or equivalent finance system. Experience of service charge applications and systems.
