You are a key member of the HR Team, assisting in managing and developing an effective, solutions-based HR Service (comprising Service Delivery and Workforce Strategy) for the Council and Schools.   • You participate in Management Teams across the Council or schools, learning their business and forging strong relationships with Strategic and Service Directors and Senior Managers to enable you to influence service change.
  • You help to set objectives and targets for the HR Service, making good use of the HR IT systems and working within the HR budget, including making savings where necessary, and having an excellent understanding of the needs of the Council.
  • You lead on HR projects that could have implications council-wide, dealing positively with unions to maintain collaborative ER and to ensure smooth implementation.
  • You keep your eye on the wider, national agenda and emerging HR practices. Using innovation and creativity you help to ensure we have the best HR service possible, adapting easily to changes and analyzing risks.
  • You work with experience and knowledge of all aspects of HR including employment law, ETs, equality & diversity and HR processes within the public sector, instilling confidence and trust in your judgment and advice.
  • You will be supported in your role by the HR Managers and you will provide support to the HR Advisors.

Responsibilities:

  • Develops a strong partnership approach with senior managers and other managers in services and schools and strives for a good understanding of the service areas.
  • Works closely with other HR Partners to help manage the HR team and ensure services are being provided effectively.
  • Works closely with the trades unions to continue to build and maintain a healthy relationship.
  • Develops policies and procedures of a very high standard, that are easy to use, implements them and ensures they deliver an excellent level of service.
  • Adheres to the HR budget, helping to make savings whilst still delivering the best service possible.
  • Always striving to improve the customer experience by keeping up to date with the best HR practices.
  • Makes the best use of the technology available to improve the service, tapping into networks of creativity.
  • Leads on HR projects.
  • Works collaboratively across HR and wider People Services.
  • Provides innovative solutions, analyzing risks and challenging the status quo.
  • Uses information to provide analysis and insight to others to make informed decisions.
