Job Description

Work as a pooled resource, to cover a range of accounting and budgeting responsibilities. Support the work of the Strategic Finance Manager, Senior Finance Analysts and Finance Analysts in:

  • the maintenance of the budget and its monthly monitoring and to support period end, statutory reporting and other financial management needs
  • controls and payments

Direct responsibility for some areas of expenditure and for reconciliation of grant accounts

Principal Accountabilities and Responsibilities: The post holder will undertake a range of duties across a broad customer base within the relevant Directorate. The duties will not cover one specific service unit/area.

1. Assist in the production of budgets and budget monitoring reports
2. Liaise with service managers on financial issues
3. Contribute to the delivery of an excellent service by regularly meeting performance standards as outlined in the service level agreement
4. Provide information for financial and other management reports, as and when required and to ensure the working paper file complies with audit standards
5. Ensure finance procedures are kept up to date and any changes approved by Corporate Financial Control
6. Contribute to the continuous improvement plan and assist in the design of new processes and procedures
7. Assist with the closing of the council's annual accounts including preparing audit schedules and working papers, the administration of Government Grant claims, statutory returns for the ODPM, monthly and year end accounting returns.
8. Assist with queries and regulatory returns relating to employment status, tax management act (TMA) and CIS.
9. Undertake general finance tasks, such as (but not limited to), raising of invoices, reconciliations, journals and virements, purchase orders.

Knowledge and Qualifications:

  • Shows broad knowledge of how Local Government is funded
  • Understands basic accounting principles
  • A broad understanding of the principles of budget development and monitoring
  • Can provide discrete pieces of information to feed into budget development
  • Can process transactions as directed by the line manager SO1
  • AAT part qualified OR equivalent experience
  • Evidence of continuing professional development
  • Shows a full understanding of the broad area of LG funding
  • Able to apply accounting principles and work in accordance with relevant rules and procedures
  • Detailed understanding of the Budget process, variance analysis and profiling
  • Is aware of and complies with standards of financial control
  • AAT part qualified OR equivalent experience
