Job Description

The overall purpose of the Programme Office Manager is to provide senior programme management support and governance within strategic programmes supporting the Strategic Programme Managers, business unit Portfolio Managers and the Enterprise Portfolio Manager. They will act as an ambassador ensuring control and order is in place ensuring challenge and best practice is adhered to.

The Programme Office Manager will support in the management and delivery of strategic change to time, cost and quality constraints. They are responsible for ensuring projects and programmes are articulated, recorded and managed in accordance with the Enterprise Change Framework, together with establishing appropriate governance and quality standards.

Key Accountabilities:

  • Manage and initiate processes for a new project or programme, tailoring the Enterprise Change Framework to provide the appropriate level of taxonomy to support the type of change and the business area
  • Provide hands on delivery support and advice to programmes and projects to optimize the likelihood of programmes and projects being delivered on time, and in line with budget and quality criteria, providing effective challenge and suggesting corrective action to bring situations under control
  • Manage & control overall strategic programme governance, specifically ensuring seamless transition of any funding/ investment requests through the approval process
  • Establish, communicate and enforce a robust RAID management, mitigation and escalation framework across the portfolio in line with the Enterprise Change Framework, updating and monitoring key programme/portfolio risks and issues and ensuring visibility of these RAID items to key stakeholders using a single repository
  • Support the preparation and management of Enterprise Change Steering Group, Programme Boards and Enterprise Change Board as required
  • Support with the initiation and closure activities for Projects and Strategic Programme/s to ensure all mandatory governance activities and lifecycle processes are adhered to
  • Support the Portfolio Assurance Manager with the facilitation of strategic programme health checks and quality reviews at designated stages during the change lifecycle to ensure change initiatives are progressing to plan, and any necessary remedial activities are identified and implemented to address concerns. Will also ensure all mandatory products are produced and signed off prior to any Gate Review.
  • Work as part of the Enterprise Portfolio Management Office to deliver high level of customer services to the stakeholders by providing support, challenge and skills development.

Required Knowledge, Skills, and Abilities
Understanding and extensive practical experience of change design and delivery disciplines, industry standard methodologies and associated processes including Portfolio, Programme and Project management methodologies, coupled with an awareness of the design phase and change management activities. Relevant qualification in project/programme management or PMO support (Prince2, MSP, P3O Practitioner, ISEB Diploma in Programme and Project Support Essentials) or extensive relevant experience in a complex change environment Particular demonstrable experience and expertise in relation to governance, Programme and Project controls, tools, standards and processes Highly developed Stakeholder Management and Interpersonal Skills. Proven track record in building and sustaining productive relationships with senior stakeholders - capable of influencing at different levels of the organization. PMO process analysis and improvement –must have the ability to identify ways of improving the Enterprise Change Framework and making it more efficient and effective as well as ensuring compliance to the Framework processes.
