Key Areas of Responsibility & Accountability

  • Take charge of several Track Renewals worksites from development and planning phase to delivery and completion of all planned work safely and on time; adhering to the requirements defined in the Colas Rail Limited Site Management Procedures
  • Develop jobs/sites from T-52 and write train plans and review booked access
  • Produce TILOS/Bar chars
  • Accountable for CRT Management
  • Carry out T22 Dilapidation site walks
  • Interface with Possession Planners, TSR and logistics coordinator (Trains and Tampers)
  • Lead and motivate a team of Supervisors to deliver all aspects of planning and operations of Track Renewals
  • Ensure the Health, Safety and Welfare of staff under your responsibility is adequately catered for
  • Ensure all industry legislation and standards; client specifications and methodologies are complied with during the delivery of the work
  • Ensure the final completion of the works is carried out
  • Interface with NR SPMs and attend Construction meetings
  • Prepare WPP and TBS with assistance of techs
  • Competence to raise/remove TSR to Level 4 at any line speed
  • Assist in producing roster for the supervisory staff and track staff
  • Produce Cost Construction Estimates
  • Risk assess site conditions and work activities and plan or initiate suitable control measures
  • Working with the Lead Engineer and Techs to develop the staging of the work and work activities and methodology;
  • Represent Colas Rail in all required Grip4Track Stage gates
  • Liaise with Lead Engineer and Engineers to assist them producing WPP and TBS.
  • Represent Colas Rail at NR de-confliction meetings.
  • Attend PICOP briefs
  • Ensure that all long-lead plant items, including labour, materials, RRVs and small plant are secured.
  • Produce schedules of resources (rostering) and Pway materials to be ordered
  • Responsible to ensure, identify and place orders for plant / tools / materials /RRVs / Resources
  • Ability to use TLOS and Microsoft Project in order to produce job plans.
  • Undertake detailed site visits and detailed planning
  • Produce or assist in producing multi-discipline work package plans and task briefs
  • Optimise the level resources to ensure projects are delivered to budget and specification
  • Maintaining accurate records of site resources, materials and plant. Provide daily resource sheets, weekly plant returns, weekly materials returns and subcontract performance reports
  • Produce staging diagrams with the assistance of Lead Techs.
  • Ensure all Client KPI's are achieved for your projects
  • Produce reports or provide information in a timely manner
  • Maintain a register of open corrective actions
  • Ensure timely close out of corrective actions
  • Ensure all change controls or contract variations are clearly defined and are accurate for use by the QS/Production Manager
  • Assist in audit and carry out safety inspections as directed
  • Attend and cascade briefings as directed
  • Cover Weekend / Night duty as per roster
  • Perform On Call duties as required
  • Maintain overall 'command and control' of site operations, identifying, reporting and correcting any deviations to the programme
  • Identifying and recording any variations to specification, or other cost implications, and obtaining client authorisation for carrying out additional works
  • Assist the Delivery Manager in the recruitment of staff for your team
  • Lead track renewals operations and safely deliver the planned volume of work to time and budget
  • Resource suitably competent staff to deliver the work
  • Produce clear, accurate and concise report in a timely manner
  • Minimise snags and re-work
  • Ensure corrective works and defect removal are carried out in a timely manner
  • Minimise plant damage and losses
  • Ensure works are completed in the possession time available
  • Achieve score card targets

Specific Safety Responsibilities

  • Post with 'safety of the Line' responsibility
  • Monitor the compliance to health and safety regulations and clients and company rules, processes and procedures
  • Identify, remove or mitigate foreseeable risks related to construction work
  • Ensure allocation of competent staff
  • Undertake technical self-checks within department
  • Comply or ensure compliance to safety critical procedures
  • Produce and keep safety critical records
  • Report all accidents, and incidents
  • As this post has staff reporting to it, you are responsible for ensuring that:
    o Staff under your control are provided with plant and equipment that is safe and, so far as is reasonably practical, without risk to health or the environment.
    o Arrangements are made to carry out statutory inspections and any remedial action they produce is undertaken.
    o Safe systems of work are in place, are monitored regularly and that local safety instructions are specified where required.
    o Employees, Agency Staff and Contractors under your control receive adequate health and safety information and where appropriate, instruction/training.
    o You co-operate with your employer to enable any legal obligations to be complied with.
    o You do not recklessly interfere with or misuse anything provided in the interests of health, safety or welfare.
    o You bring to the attention of your Manager any perceived shortcomings in health and safety arrangements or situations that you consider to be serious or present imminent danger to yourself or others. You instruct & actively encourage your staff to do likewise.
    o You do not undertake any safety critical work activity or activity for which a specific competence is required, unless you have received the necessary training/instruction and/or assessment and hold the appropriate Certificate of Competence/Authority to Work. You do not instruct others to undertake such work if they do not hold the appropriate Certificate of Competence/Authority to Work.

Required Knowledge, Skills, and Abilities
The job holder will have: Essential o Proven experience in managing plain line construction sites o Ability to lead and motivate people o Ability to manage a budget o Experienced Engineering Supervisor o Comprehensive understanding of track standards and permanent way renewal techniques, including interfaces between disciplines o Safety Management training o Understanding Health and safety legislation relative to construction o In depth knowledge of the Rule Book. o Must be able to drive o Computer literate o Personal Track Safety o Project Induction o IWA/COSS (required to hold Engineering Supervisor competency) o Managing Safely o COSHH Desirable o Hold recognised supervisory or leadership in management course o Competent in mandatory track inspections to ensure safety of line.
