Job Description

Responsible for all aspects of the asset management service to include landlord compliance services, physical adaptations, overseeing the property management of empty homes, proactive stock condition programmes, delivery of cyclical and planned maintenance programmes and leading CCHA’s environmental and decarburization agenda.

Lead, inspire and manage a tenant focused, innovative and ambitious Asset Management and Decarburization Service.

Ensure the service is cost effective and provides tenants value for money, working with the Head of Repairs Transformation and Director of Property to set and manage budgets and expenditure accordingly.

Deliver, monitor and continuously improve the organization’s Asset Management Strategy in line with wider organizational priorities, ensuring our continuing compliance with the Welsh Housing Quality Standard (or any emerging standards).

Develop CCHA’s emerging Decarburization and Environmental Strategy, delivering sustainable green initiatives to tenants and the community through engagement with staff and other stakeholders.

Ensure the highest standards of health and safety are applied at all times to all work related activities, ensuring residents, contractors and staff are kept safe and services comply with relevant legislation and good practice

Oversee the management of relevant property service contracts and estate management services, promoting positive partnerships with external contractors engaged in delivering our programmes of work; ensuring robust quality and cost controls are in place.

Ensure we effectively manage all our property assets (domestic and commercial), and that we procure and deliver value for money services to tenants and leaseholders through appropriate contract procurement.


Required Knowledge, Skills, and Abilities
Relevant degree level professional/building or construction qualification. High level of literacy and numeracy. IOSH Managing safely or similar health and safety qualification. Desirable Qualifications/Memberships. Level 5 Management Qualification. NEBOSH Construction Certificate. NEBOSH General Certificate. Membership of a professional body e.g. CIOB, IOSH, RICS. PAS 2035 Retrofit Coordinator. SMSTS. Experience in a Senior Property Services Position in the Social Housing Environment. Experience of managing a high quality customer focused asset management services, including delivery of planned maintenance programmes, fire safety improvements, landlord compliance services and stock condition surveying programmes. Knowledge of social housing and the challenges facing the sector and our residents. Proven track record leading and managing a multifunctional team of staff. Competent user of ICT systems, including overseeing the management of housing databases, asset management systems, options appraisal software (such as Proval) and landlord compliance data warehouses. Knowledge and experience of procuring materials, work, services and equipment and effectively managing contract procurement to include quality assurance and value for money. Experience of developing effective relationships with external agencies and organizations, including contractors. Proven track record of effectively managing contracts and budgets, ensuring services are effective and provide value for money. Proven track record of working with staff to effectively manage change and continually improve services. Deep understanding of good practice, legislation and other requirements relating to social housing and property services/compliance. Good knowledge and experience of delivering carbon reduction projects, environmental initiatives and affordable warmth agendas. Commitment to outstanding customer service and proactively working with tenants to improve service delivery. Able to cross team work and work with peers to ensure that customer experience, repair quality and the safety of tenants is at the heart of everything we do. Ability to work with tenants, staff and contractors to develop and implement strategies and improve services. Well organized with the ability to multi-task and manage a changing workload. Able to effectively consult, negotiate, and influence a wide range of people and at a range of levels. Ability to further equality and diversity and promote these principles. Effective, positive communicator with the ability to communicate effectively with a diverse range of customers. Open to new, innovative ways of working and able to embrace and manage change. Able to challenge the status quo & deal with conflict constructively when required. Ability to coach, empathize, negotiate, and inspire a staff team. Excellent organizational ability. IT literate and able to use a range of software packages. Strongly analytical, with well-developed problem solving skills. Able to balance service quality with budgetary control and deliver a value for money service.
