Provide specialised professional human resources services in key areas including payroll, employee benefits and pension, HR systems and security clearances.
Support all aspects of the payroll and pension function ensuring compliance with the latest relevant legislation and internal management reporting requirements.
Ensure HR Systems are integrated into the business to improve efficiency and deliver the project management of the development of those systems.
Provide in depth analysis so as to report on existing metrics and develop new ones appropriate to the changing business and Government requirements.
Reporting to the Deputy Director HR. Manages up to two HR Assistants.
Required Knowledge, Skills, and Abilities
Essential Proven HR experience with sound knowledge of HR systems and processes. Knowledge and experience administering payroll processes. Understand of the principles governing payroll including regulatory requirements and statutory benefits. Good understanding of the Principal Civil Service Pension Scheme rules. Knowledge of the requirements for the submission of information needed for the monthly returns would be desirable. Experience of employee benefits administration. Experience in reconciling payments to third parties. Proven ability to develop & maintain quality operational management processes. Ability to think critically with strong analytical skills; proficient in Excel and other reporting tools. High level of numeracy and computer literacy, including comprehensive knowledge of Microsoft Office and SharePoint. Experience of using HR or other databases to include reporting and alternative ways of producing management information. Excellent attention to detail and accuracy. Proven ability to prioritise and schedule work assignments to include handling conflicting priorities calmly and pleasantly. Highly organised team player.
