Job Description
  • Overall responsibility for the equipment used within the post’s area.
  • To ensure and maintain up-to-date knowledge of appropriate skills and developments as relevant to the area of the post.

Main Duties
Assist in the provision of finance, management accounting and financial accounting service to the Resources and Corporate Group, and as appropriate to the Corporate Council, by contributing to the following processes:

General

  • Establish annual revenue and capital budgets.
  • Monitor income and expenditure and distribute monitoring information to managers.
  • A key role in the Council's final accounts closure process, with specific responsibility for certain activities within the process.
  • Ensure that financial activities comply with the Council's financial regulations and also with recognized accounting standards.
  • Collecting income and grants due, including monitoring the position of debtors and creditors.
  • Maintaining the accounts generally including personal accounts, interim accounts and management accounts within the financial balance sheet.
  • Assist in providing financial support to Managers and officers.
  • Arrange and attend meetings with budget managers as required, and as appropriate.
  • Participate in the continuous improvement and development of relevant systems and processes.
  • Ensure that work is completed in a timely manner to meet set targets and timescales.

Specific

  • Ensure that any grant returns or claims are completed on time and ensure the quality of such documentation.
  • Reconcile grant returns ensuring that the Council recovers all outstanding grant income, in consultation with Departmental Managers.
  • A key role in the process of collecting, reconciling, calculating and agreeing with Council Managers, the Council’s central recharges.
  • Responsibility for self-development.
  • To ensure compliance with workplace Health and Safety rules in accordance with the responsibilities set out in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
  • To act within the Council’s policies in relation to equal opportunities and equality.
  • Responsibility for managing information in accordance with the Council's information management standards and guidelines. Ensure personal information is handled in compliance with Data Protection legislation.
  • A commitment to reduce the Council's carbon emissions in accordance with the Carbon Management Plan and to encourage others to take positive action towards reducing the Council's carbon footprint.
  • Undertake any other equivalent and reasonable duties which corresponds with the salary and responsibility level of the post.
  • Responsibility to report concern or suspicion of abuse of a child or vulnerable adult.
  • Special Circumstances. E.g. the need to work unsociable hours, special working arrangements etc.
  • The need to work outside of normal working hours occasionally.
