Job Description
  • This is a people management role of 4 directs. You will be responsible for day to day management of the team and for defining roles and responsibilities
  • The jobholder will play a key role in the Financial Control and Reporting team within a unique financial institution. The jobholder reports directly to the Chief Financial Accountant (CFA), but will also work closely with leaders across the Directorate and wider organisation to bring technical expertise to the Bank's financial decisions. The jobholder will support the CFA on all Bank-wide issues relating to: accounting policy; financial reporting disclosures and controls
  • Provide support in applying best practice on accounting issues, providing technical expertise to the business and finance teams to inform high-quality financial decision taking and ensure appropriate accounting treatment is applied, such as in relation to Policy Committee decisions, major transformation programmes, or the Bank's pension liabilities
  • Support the CFA in assessing balance sheet risk from a financial reporting perspective, liaising closely with colleagues in Risk Directorate and Markets, Banking & Resolution, working on advice relating to changes to accounting standards (eg IFRS 9), the Bank's capital position and dividend forecasting, and broader balance sheet strategy or other considerations
  • More generally, be the 'go to' person on accounting and industry developments, assess and advise how these will impact the Bank, and develop potential solutions and adjustments as appropriate
  • Lead on developing and maintaining a robust governance and controls framework to underpin effective statutory reporting
  • Support the CFA on the production of Bank and subsidiary accounts, and new initiatives, such as the Task-force on Climate-related Financial Disclosures
  • Leading on developing the forecasting of the Bank's income, balance sheet and capital position to ensure that the Bank is appropriately and sufficiently funded to achieve its mission
  • Support the preparation of papers for Audit & Risk Committee, Court and other senior for addressing key issues faced by the Bank. This role will also lead on maintaining working relationships with internal and external audit, and supporting important external stakeholders
  • In addition, in 2020-21, the Bank intends to implement a new general ledger and new reconciliations systems as part of a significant transformation of IT and Central Services operating model. A first phase, the introduction a Share Services structure, has already taken place. The jobholder will have an important role to shape and deliver this implementation, to upgrade the team's tools and processes and improve outputs and analysis for stakeholders
  • This role would be ideally suited to an individual who is looking to move into a high profile, influential role in a prestigious UK institution. The jobholder will be responsible for maintaining the Bank's accounting policy manual, accounting for the Bank's subsidiaries as well as developing the capacity to forecast the Bank's income and balance sheet to better enable decision making at senior committees

Desirable Criteria

  • A background demonstrating leadership of periodic reviews of legislative and regulatory requirements, ensuring compliance and recommending appropriate policy and procedural changes where appropriate
  • Experience in communicating the impact of adopting technical accounting changes effectively to both internaland external stakeholders including Audit and Risk Committee and shareholders
  • Experience in leading the development of effective financial and internal controls
  • Production of statutory accounts ensuring compliance and principles of IFRS and Companies Act are adhered to
  • A thorough understanding of the financial services environment and the issues facing the market including a strong understanding of regulatory, credit and treasury matters would be highly advantageous
  • Effective control of Income Statement and Balance Sheet management through working closely with the Treasury/Market function over a multiple year timeframe
  • Experience in leading the production ofstatutory accounts ensuring compliance with the principles of IFRS and Companies Act

Required Knowledge, Skills, and Abilities
The jobholder must be ACA / ACCA / CIMA qualified (or equivalent), have considerable post-qualification experience of accounting and businesschange over time A strong background in financial services within a company of somesize and complexity and that is subject to high levels of transparency andscrutiny, e.g. a FTSE-350 company, such that you are able to simplify data, package it in an accessible format and make reporting systems relevant Experience as a senior Financial Accountant, Financial Controller, or Treasurer of a Group or major Division of a medium to large Corporate Organisation/a senior professional in the Technical Accounting Advisory team of a Top 10 Practice over multiple years Leadership and accountability for implementing best practice oncomplex, technical accounting treatments under IFRS for external andinternal reporting. Understanding and interpretation of financialinformation from a business perspective The analytical skills and drive to keep up to date with technical accounting developments, responsibility and ownership for sharing latest accounting developments and specialist knowledge with the team, and communicating complex technical issues to a range of internal and external stakeholderswith varying levels of accounting knowledge The ability to apply technical accounting expertise and industry best practice to solve business problems in an appropriate manner. The jobholder will be expected to develop and present a good general knowledge of all aspects of the Bank quickly, from its market and banking operations to the impact of policy areas on the financials Delivery skills to implement frameworks and processes, provide excellent analysis while maintaining attention to detail, and promote continuous improvement, and an ability to prioritise effectively, juggling varying priorities and deadlines across a wide range of topics, ensuring strategic work is not crowded out by ongoing operational elements The ability and personal credibility to build relationships andinfluence stakeholders, such as Executive Directors, ARCo members, the external audit officials, and the ability to hold your own in an intellectually challenging environment and to understand others' views, internally and externally, in order to be an effective negotiator *Strong leadership skills, to build and develop a high-performingteam that is kept informed, provided with constructive feedback, diverseand inclusive, and motivated to undertake continuing professional development and build technical skills in order to deliver Finance & Performance's goals.
