Job Description
  • Perform vetting and clearance activities, including assessment, screening and clearance of oil, gas and chemical vessels and terminals. For all trade screening types (Restricted / Unrestricted).
  • Conduct evaluation of vessel and terminal operator audit / incident reports to determine their conformance with relevant standards/expectations and their suitability for use.
  • Conduct risk assessments of third-party marine assets. Where these assets fail routine marine assurance assessments and where the business is unable to find suitable alternatives, make recommendations on risk mitigation factors.
  • Provide operational assurance for time-chartered vessels and ensure delivery of HSSE performance of the time-chartered fleet. Including requesting and review of MESQAC and D&A declarations.
  • Provide training to newly appointed MQA Superintendents and MQA Specialist and support the MQA Business Unit Head in ensuring competency within the team.
  • Support the MQA Business Unit Head in ensuring consistent application of all marine assurance policies and procedures.
  • Lead vessel operator TMSA verification audits to confirm they are aligned with self-declarations and comply with acceptance criteria. Produce audit reports and close out follow-up actions with the vessel operator.
  • Provide feedback to employed and sub-contracted audit and Inspection team members to support the development and promulgation of audit / inspection best practice with the objective of achieving global consistency of audit / inspection activities.
  • Contribute to defining the scope of current and future shipping and marine related activities.
  • Provide early marine advice to ensure compliance with marine quality requirements and procedures, including involvement in projects/peer group reviews and pre / post start up audits.
  • In conjunction with other regional offices, maintain data within the SmartQA system and ensure that other relevant data sources are used to sustain accurate and contemporary information.
  • Provide vetting and clearance support and advice to affiliate terminals, charterers, vessel operators, and other shipping and marine activities as requested.
  • Provide innovation and development to support continuous improvement of systems, processes, procedures, and capabilities thereby ensuring efficiency of the business model is continuously improved.
  • Produce management stewardship reports that detail KPI, business metrics and SLA performance.

Required Knowledge, Skills, and Abilities
Knowledge of OCIMF TMSA. OCIMF SIRE program. CDI & EBIS inspection programs. OCIMF Marine Terminal Baseline criteria. Our degree-based qualification together with extensive industry experience as Naval architect / Classification surveyor etc. Lead Auditor or Class 2 OOW deck or engine CoC in conjunction with successful completion of structured training plan to progress from Quality Assurance Specialist role. Formal training in accident and incident investigation. Lead Auditor qualification. Experience as Master/Chief Officer or Chief Engineer/ 2nd Engineer on board oil, gas or chemical tankers for 2 years or Marine degree-based qualification together with extensive industry experience as Naval architect / Classification surveyor etc. or Extensive experience as Marine Quality Assurance Specialist Assistant. Leading risk assessments. Conducting marine accident and incident investigations.
