Job Description

To work with the HSES Lead / HSES Manager / HSES Business Partner / Principal HSES Advisor responsible for the region to:

  • Provide risk based assurance that project/s are compliant with HSES requirements of UK regulatory framework and the UK Business Management System (BMS);
  • Collaboratively engage with both internal & external Customers as well as the Supply Chain;
  • Provide project/s with expert HSES technical advice, guidance and support;
  • Support work winning teams with quality HSES responses for bids, proposals and PQQs;
  • Engage and develop relationships with design & engineering teams to eliminate and reduce risk through HSES By Design;
  • Embed a culture where health is treated like safety;
  • Challenge the norm by innovating and improving the way we work, whilst keeping pace with industry change and promote successes;
  • Embed HSES Strategy through visible felt leadership in line with Zero Harm Vision.

What you'll be doing
As a Project HSES Manager you will:

  • Fully understand and support delivery of UK HSES Strategy;
  • Contribute to the implementation, delivery and review of the BU / DU Zero Harm Action Plan and Sustainability Action plan at business and/or project level;
  • Support the delivery of the HSES Key Performance Indicators at project & business level;
  • Support work winning teams with quality & innovative HSES responses for bids, proposals and PQQs;
  • Provide expert support to investigate accidents, incidents and near miss events in accordance with Balfour Beatty Group Standards and BMS Requirements;
  • In conjunction with operational management complete a local and bespoke risk based Service Level Agreement with each project which is kept under quarterly review;
  • Undertake programmed support visits to operational project/s as per schedule to provide support and advice to local project team and operatives;
  • Produce formal reports using the Project Portal to record planned & unplanned HSES inspections which review project performance against the UK HSES Regulatory Framework & UK Business Management System (BMS) requirements;
  • Undertake regular checks on Environmental Risk Management ensuring that appropriate risks and opportunities have been identified and are being implemented;
  • Support project/s to develop and deliver the Sustainability Plan (Involved Plan);
  • Support and enable Design and Engineering Teams (External & Internal) to recognize risks and opportunities to implement the Principles of Prevention and HSES By Design through all Phases of the Gated Life-cycle;
  • Promotes Principles of Prevention and Hierarchy of Control throughout all stages of the Gated Life-cycle;
  • Deliver on-going approved HSES Technical Training to meet project/s and business unit requirements;
  • Lead or be an active member of local and national HSES projects working at all times to scope of project and terms of reference;
  • Undertake BU HSES Champions roles as directed by HSES Manager / HSES Lead / HSES Business Partner / HSES Principal Advisor and feedback to wider teams local progress as well as providing strategic direction to local BU HSES Team;
  • Actively reserve proportionate time for HSES innovation & best practice research;
  • Support project teams with the development & review of SSOW;
  • Assist in the development of HSES Case Studies from signature projects;
  • Lead, develop mentor and coach individuals as required to build high performing teams and create a pipeline of talent;
  • Develop own performance through the Brilliant Basics programme and other such initiatives as required;
  • Maintain and develop wider HSES skills and knowledge through continual professional development and self-reflection.

Required Knowledge, Skills, and Abilities
Health, Safety and Environment Qualifications – Relevant H&S Diploma, NVQ or Degree (or equivalent level 6 qualification); To have or be working toward Chartered Membership of IOSH; Ability to influence and promote a positive HSES culture; Competence in incident & accident investigation; Strong understanding of UK Health and Safety Regulatory Framework & UK Business Management System; Ability to prepare formal written reports and publications on HSES topics; Ability to undertake project planning, project management and work to budgets; Demonstrates commitment to continual learning to refine, further develop and apply expertise to add distinctive value to customers. Broad experience of complex construction and civils projects; Construction Skills Certification Scheme (CSCS) competence; Ability to engage and converse at all levels. Additional relevant skills and qualifications in any technical area; Internal Auditor qualification (ISO 18001, ISO 9001 and or 14001); Good understanding of CDM 2015 – Roles and Responsibilities; Environmental and Sustainability Qualification.
