Job Description

You’ll need an excellent grasp of the complex funding arrangements and will also be responsible for the College Management Information Systems, working with colleagues to maintain and develop these. You’ll need excellent planning, analytical and management skills to help us achieve our long term strategic goals. You will be expected to work some evenings during term time to support College events and activities. To be responsible for all data management and funding streams across the college, working closely with the senior management team in relation to the College’s funding position and offering guidance on data, funding and compliance at a strategic level.

Key Tasks and Responsibilities:

  • Lead, manage and support the Management Information Services and Exams team to ensure a high quality, responsive service that meets the needs of the College. Ensure data is reliable and up to date, managing performance and quality and identifying any areas for improvement, and implementing changes as necessary.
  • To maintain an expert up to date knowledge of relevant funding policies and regulations for 16-19 funding, Apprenticeship, Higher Education and Adult Education Budget (AEB), providing specialist advice to the Senior Management Team (SMT) on this.
  • To identify and mitigate areas of risk relating to funding and funding policy, reporting on these to SMT.
  • To contribute to the strategic risk management approach of the College and to lead on operational risks in own areas of responsibility.
  • To be a member of the College Management Team (CMT) and contribute to the strategic direction of the College.
  • To ensure detailed and strategic level data reporting is produced with appropriate narrative meet to the requirements of the College.
  • Maintain and update all policies and procedures relevant to the area of work; and to act as the College Data Controller for student data, maintaining compliance with the General Data Protection Regulations and current best practice guidance.
  • Ensure all student data returns are made to the relevant body on a timely basis, including sign off from senior management and monitoring of performance against contracts to ensure compliance and that business objectives are met.
  • Oversee an internal audit process to measure the accuracy of college data, ensuring systems and processes are in place to generate the evidence required to support audit and funding claims.
  • Manage all internal student systems and databases to ensure that data is accurate, secure and compliant against all regulatory and statutory requirements.
  • Manage and maintain all supported software products relating to students including Unit E, Staff and Management Advantage and ProMonitor. Be the main point of contact for software providers for these systems.
  • To have oversight of systems that provide for on-line applications and enrolment processes for all college students.
  • Work closely with Heads of Faculty to ensure accurate staff planning, timetabling and management of electronic registers; and with Senior Managers to produce staff utilization reports for analysis.
  • Lead and manage the Exams team to ensure compliance with guidance from all awarding bodies.
  • Ensuring audit compliance in all aspects of examinations, from registration to certification and overseeing all related systems and processes.
  • Manage budgets and forecasts for the area.
  • Manage the department to ensure an effective service for all data and exams support is delivered to all curriculum areas.
  • To comply with the college’s policies and procedures including Health and Safety Legislation, Safeguarding, and those covering all aspects of Equality, Diversity and Inclusion.
  • To comply with the requirements of the General Data Protection Regulation (GDPR). It is the responsibility of individual staff members to protect data and to take all reasonable steps to ensure data are kept securely.

Required Knowledge, Skills, and Abilities
  • Essential knowledge, skills and experience
  • Degree level (or equivalent qualification) in a relevant subject such as: information systems, computer science, mathematics, or accountancy.
  • Proven experience of working in an environment either where there are complex funding streams.
  • Experience of managing a team
  • Experience of working with funding providers and their requirements for data and management information returns.
  • Experience of writing reports/ providing updates to senior managers, ie funding updates, learner number figures etc.
  • Experience of producing funding forecasts.
  • Experience of working with external quality organizations, such as Ofsted, Matrix, ESFA
  • A strong understanding of database concepts and management including corporate data systems.
  • Strong knowledge of funding methodologies and audit practice and requirements.
  • A good understanding of the requirements of Quality and Compliance.
  • Experience of meeting the requirements of statutory data returns to agencies.
  • Experience of producing high quality reporting that assists with decision making
  • Experience of providing specialist advice in area of expertise
  • Experience of managing a budget
  • Knowledge of the current Education Inspection Framework.
  • Experience in dealing with government audit testing programmes.
  • Demonstrable track record of high-level data analytical skills.
  • Able to interpret and present complex information in a manner suitable for audiences with a variety of specialist and non-specialist skills.
  • High level of attention to detail.
  • Ability to manage projects and meet deadlines.
