Job Description
  • To contribute to the achievement of the highest possible professional standards in the format, promptness and managerial relevance of all financial information, to help ensure that public funds are well managed and properly accounted for.
  • To provide support and advice in the preparation, management, monitoring and reporting of annual revenue and capital budgets, in co-operation with service managers and other support staff, contributing to the development of financial management processes across the organisation.
  • To prepare financial statements and related information in respect of the services supported, including input to service operational and business plans, medium term strategies and service out turn statements to support the effective financial management of the organisation.
  • To provide reports and financial advice to officers and members of the Organisation.
  • To liaise with service and finance staff to develop management and financial information systems to meet their respective requirements.
  • To develop, maintain and communicate financial processes and procedures, including supporting documentation and guidance, to ensure that service managers understand and comply.
  • To provide financial advice and support in relation to new and proposed legislation or accounting arrangements and in relation to service proposals and developments.
  • Management Accountant has to provide financial advice and support to other service delivery bodies (partnerships, shared services etc) in which the organisation is involved and to outside organisations as required e.g., charities.

Required Knowledge, Skills, and Abilities
  • Qualified CCAB accountant, equivalent qualification or demonstrable experience of working at this level.
  • CIPFA qualified with evidence of continuing professional development.
  • Experience of working in a finance and accounting role in a complex organisation to include providing advice and guidance on financial processes, procedures and requirements to non-financial managers and staff.
  • Knowledge of International Financial Reporting Standards (IFRS) and accounting practices.
  • Fully conversant with financial management accounting techniques and disciplines and their application.
