Job Description

The Project Interface Manager for DTUP will play a critical role in defining the scope and deliverables during the Definition stage, and for each phase of the Design and Development stage, through to Installation and Hand-over to the operational asset teams. They will act in a proactive and reasonably autonomous manner, and with minimal direct supervision and will manage their time to ensure effective collaboration between the Digital System Development project, the Rolling Stock Manufacturer and ADComms.

You will be responsible for planning, implementing and monitoring the point of interaction between the various technical elements of the project, the product, and the organisation(s) involved. This will include third parties such as the Rolling Stock Manufacturer and critical suppliers (Video Management System, Radio Transmission System). There will also be involvement with London Underground Heritage.

These responsibilities will include development of the Interface Control Documents (ICD); represent the Project to key Subcontractor(s), consulting companies and service providers as appropriate to the needs of the work. It will be necessary for you to proactively manage the information and responses relevant to all internal and external interfaces and Stakeholders

You will be a major contributor in the preparation of complaint documentation of the following deliverables (but not limited to); ITT Packages, Project Execution Plan, Project Schedule, Project Quality Plan, Functional System Specifications, Statement of Requirements, Factory Acceptance Testing, ITPs and Handover Documents.

You will assist the Project Managers in the execution of their obligations detailed within the Head Contract whilst ensuring compliance with the company Safety culture, guidelines, environment and legislative requirements; and liaise with internal Departments to ensure all "Internal Client" support is in place to allow safe & successful execution of all Programme and Contractual obligations.

You shall play a significant role in developing the Design Review process as well as an active participant in it during the lifetime of the project.

You will assist the Procurement Manager in the development and execution of subcontracts for the development and supply of the Product; ensure the Product meets the contract performance specification and associated LUL, TfL, BS and EU Standards; and work directly with the client and suppliers to ensure all ambiguous requirements are defined to an acceptable position for ADComms.

You will have overarching responsibility for being the guardian of our proposals relating to our project budgets, which will be supported robustly the commercial team.

Also, manage Direct Reports and as required, Indirect Reports, ensuring their duties and responsibilities are understood and executed in line with ADComms processes and the project programme.

The role will include a significant Quality Assurance component and the successful candidate will be able to:

  • Ensure the Quality Management Plan complies with BS ISO 10005, BS EN ISO 9001 and TfL Standard S1538 Assurance;
  • Develop and provide training on quality which shall be available to all staff, including inductions and training for staff with specific quality responsibilities;
  • Provide practical input and direction on how Quality Assurance and LUL Standards can be complied with including assistance on the content to documentation to ensure Compliance can be demonstrated
  • Manage ADComms quality staff as required; review and approve the quality elements of ADComms Safe Systems of Work ensuring compliance with legal and contractual requirements;
  • Provide advice and instruction to rapidly and effectively deal with quality non- conformities and/or complaints;
  • Analyse individual quality non-conformities and complaints to identify trends, root causes and then proposals for corrective and/or preventive actions needed.
  • Create and share Quality Improvement Plans (QIP) with the TfL Project Manager when there are root causes of significant concern. The QIP shall show what changes are needed to ADComms and supply chain processes, resources and related ITPs to give confidence and assurance that the solutions will bring closure to related non-conformances;
  • Ensure that Assurance Compliance documentation is completed progressively throughout the duration of the works;
  • Undertake regular audits of ADComms, its subcontractors and suppliers including ensuring compliance with all relevant requirements;
  • Ensure there is a robust assurance process as documented in the QMP and that this process is effectively applied to achieve a ‘right first time’ ethos for process and product deliverables;

Required Knowledge, Skills, and Abilities
University Degree, preferably Electronic or Systems Engineering, or equivalent further education and/or 10 years plus of relevant industry/sector experience At least 5 years’ experience in the delivery of design and build of Communication systems in a Railway environment (Network Rail and / or London Underground, in particular): CCTV, PAVA, Driver Only Systems and One Person Operation Formal Project or Quality Management certification is highly desirable Appropriate experience of quality management and the delivery functions of a contractor/supplier under self-certification contracts Good knowledge and practical experience of developing, implementing and improving quality management systems Experience in managing Sub-contracts as well as delivery via internal resource Be a competent quality auditor Good knowledge of the ISO 9000 series of standards Self-motivated, accustomed to being in positions of responsibility and accountability with good planning and communication skills. High awareness of safe working practices associated with design, construction, pre-commissioning, installation and commissioning Strong command of the English language and good numerical skills Fully conversant in Microsoft Office Products (Outlook, Word, Excel, Power point, Project, etc.); experience of SAP Business One would be an advantage. Able and willing to effectively manage their own diary which will include an element of travel within the UK and EU
