Job Description

As the Empty Homes Team Manager, you will be responsible for the management of the Council's Empty Homes Team and will lead on the implementation of the Empty Homes Strategy in accordance with local priorities and Southend 2050 outcomes. You will be the main point of the contact for public and Member enquiries regarding Empty Homes and be expected to monitor and manage the Empty Homes team budget and Capital budgets including monthly reporting. You will chair/attend meetings representing the interests of the organisation and you will present reports as necessary on empty homes, budget management and performance etc.

You will be the main point of contact for responses to empty homes FOI requests, complaints and Ombudsman enquiries. You will be liable to undertake such other duties as may reasonably be required, commensurate with the grade, current place of work or at any other of the Authority's establishments.


Required Knowledge, Skills, and Abilities

To be successful in this role, it is vital that you have good knowledge of empty homes and private sector housing and the legislation relating to private sector housing condition. In-depth knowledge of current issues affecting empty homes, local authorities and social housing is essential for this role. It is also important that you have proven track record of working in a complex environment and developing effective partnerships across professional, service and organisational boundaries.

To be considered for this role, you need to have previous experience of working effectively in a management post and have worked with a wide range of partner agencies. It is crucial that you can lead, engage, influence and negotiate with people / organisations with conflicting interests. To be successful in this role you must have strong prioritisation skills with the ability to manage competing demands and complex projects. You will have a high level of literacy, IT competency and well developed written and communication skills as this post involves frequent liaison and coordination with stakeholders and members of the public.
