Job Description

You will have overall responsibility for the efficient management of the finance function, ensuring robust systems and financial controls are in place, that the Association is compliant with statutory and regulatory requirements and that it meets the highest standards in relation to fiscal, charity and company law.

Your key responsibilities will include:

  • Assist in the design and development of a financial strategy to support the Association’s Strategic Plan
  • Prepare the Association’s annual budget, forecast and periodic reforecasts including the Capital Programme
  • Prepare and update the five year business model
  • Provide advice to the Association on appropriate financial controls and policies for all aspects of its business and ensure controls are implemented
  • Through the team provide a ‘business partnering’ service to all budget holders
  • Advise the Director of Finance & Resources and Executive Leadership about opportunities for cost reduction and surplus improvement
  • Lead and assist in contract negotiations, providing accurate financial information
  • Lead the Finance team to ensure high quality performance and efficiency across all financial functions
  • Develop, implement and monitor the Association’s financial policies and accounting principles
  • Provide guidance to local Scout bodies on the preparation of accounts and taxation

Required Knowledge, Skills, and Abilities
  • Significant relevant experience in a senior finance role
  • Experience of presenting financial information to senior colleagues and Boards to support decision making
  • Experience of identifying where improvements to financial processes and systems are required and, working collaboratively with others, of achieving change
  • Experience of leading a high performing finance team
  • A comprehensive understanding of company and charity law especially that in relation to charity accounting and financial reporting
  • Solid understanding of financial governance principles and how to apply them
  • An understanding of strategic planning and performance metrics
  • Ability to use financial information to enable sound and agile business decision making
  • Knowledge and experience of using and improving accounting systems, planning and budgeting tools and payroll systems
  • Knowledge of payroll practice and systems and a full understanding of the relationship required
