Connect Plus has identified the need for an Engineering Manager to principally support the Technical and Programme Director in addition to the wider Connect Plus Team.

Reporting to the Technical and Programme Director. No direct reports.

  • Leading and assisting with technical input to all life-cycle works in the 1, 5 and 30 year asset management plans.
  • Assisting with technical input and review of all Improvement Schemes, as required.
  • Assisting with technical input and review to Third Party Schemes on the M25 Network, such as Lower Thames Crossing, and Smart Motorway programme.
  • Assist with technical input to the Change management process on schemes as required.
  • Provide technical input and support for the delivery of the Asset Management Forward Plan - Lifecycle Schemes, Technology and Improvement Schemes through attendance at Progress meetings, gateways and development of AMFP.
  • Manage specific risks, opportunity and issues relating to lifecycle works working with CPS and the Connect Plus team to ensure technical solutions and contracting strategies are robust and effective.
  • Manage with others the investigation, monitoring and reporting of asset and works performance to identify and implement continuous improvement and share lessons learnt.
  • Assist in technical review and input to the Gateway Governance and take responsibility for challenging when appropriate, and decision making when necessary.
  • Assist with input and review of whole life cost assessments and business cases to support Innovation and asset management strategies.
  • Support maintaining accreditiation to ISO44001 and ISO 55001 and implementation of Audit programme to support accreditation and outcomes from management reviews.
  • Identify, develop and deliver studies/ data analysis / papers on aspects of technical delivery as identified by the Technical Director to inform the delivery of the AMFP.
  • Lead or participate in Peer/ stand back reviews, with particular emphasis on technical risk, methodologies, efficiency and resilience of end to end programmes.
  • Identify key risk areas for the Annual Audit Plan, and lead completion of audits identified in the IMS Audit Plan with the Assurance Team, including audits on Supply Chain.
  • Support the review and maintenance of risk registers.
  • Monitor and support the review of performance of the Designers and the Design Framework through end of year reviews and attendance at Balance Score Cards and progress meetings.
  • Support health, safety and wellbeing through active participation in safety tours, the community health and safety plan, forums and intiatives as required.
  • Develop and Maintain Delivery section of OnePlace (SharePoint based document Management System)

Profile

The candidate should possess the following: (the required level of knowledge and experience; the required level of academic or technical achievement)

  • MEng degree approved by the Engineering Council; or equivalent
  • Structures and or highways related design experience,
  • Design management experience
  • Construction management experience
  • Asset Management Experience
  • Chartered Civil Engineer

Driving licence.
The following skills are essential: (desired disposition and personal qualities).

  • Strong numerical ability and capability in use of MS Excel.
  • Ability to produce project reports, including technical documents.
  • Ability to show initiative and to work independently.
  • Capability of working as part of the team.
  • High levels of communication skills
  • High levels of self awareness and a mature approach to relationship management
  • Enthusiasm to learn and develop new skills.
